Patna Circle Officer List: All 23 Circles, CO Contacts (2026)

Short answer: Patna district has 23 circles (anchal) spread across 6 sub-divisions. The official mobile number and email of every Circle Officer (CO) are published by the Patna district administration on patna.nic.in, and the full list is in the table below. Your land's circle is printed on the rent (lagan) receipt and the jamabandi. If your work is stuck at the circle office, go in this order: call or email the CO, use the Bihar Bhumi complaint portal, file a Lok Shikayat grievance (toll-free 1800 345 6284), and for a mutation order you disagree with, appeal to the DCLR.

Say you bought 2 kattha in Phulwari Sharif, applied for mutation (dakhil-kharij), and the status hasn't moved in three months. The broker says you'll need a "setting" at the circle office. What you actually need is the right door: which CO to contact, their number, and where the law lets you complain if that doesn't work. That's what this guide covers.

The 23 circles of Patna district, by sub-division

In Bihar, land work is handled by the circle office (anchal karyalay). Patna district's 23 circles and their sub-divisions:

The district administration lists these numbers and emails by post (for example, "Circle Officer, Danapur"), not by the officer's name.

Note: this list is taken from the "Circle Officer" page on patna.nic.in (the page shows Last Updated: 27.09.2025), which we checked on 15 October 2026. Official numbers do change now and then. If a number doesn't connect, open that page for the latest one, or contact the sub-divisional officer listed further down. Call ahead to confirm the office address and timings before you visit.

How do I find out which circle my land is in?

  • Rent receipt or jamabandi: both show the district, circle, halka and mauza.
  • Sale deed (kewala): it lists the mauza, thana number and circle.
  • Online: on Bihar Bhumi, open "View Jamabandi Register" (जमाबंदी पंजी देखें), pick Patna and look for your mauza under the circles. Step by step in our Bihar land records online guide.

A Patna-specific trap: colony names and circle names often don't match. An address may say "Danapur" while the land's mauza is recorded in a different circle. Always go by the papers (receipt, jamabandi, deed), never by the postal address.

What does a Circle Officer (CO) do?

For anyone buying or selling land, the circle office's main jobs are:

WorkWhat it meansWhere to start
Mutation (dakhil-kharij)Moving the jamabandi into your name after registryOnline application on Bihar Bhumi; the CO decides
ParimarjanFixing a wrong name, khesra or area in the jamabandi; bringing a missing jamabandi onlineParimarjan Plus portal; the CO corrects after inquiry
LPCCertificate that the land is in the raiyat's possessionLPC application on Bihar Bhumi
e-Mapi (official survey)Measurement of land by the circle aminemapi.bihar.gov.in; the CO approves the request
Rent receiptYearly land rent (lagan)bhulagan.bihar.gov.in
EncroachmentComplaint about illegal occupation of government or your landApplication at the circle office
Copies of circle recordsCertified copies of old papers kept at the circle officeCircle office

Mutation rules (documents, time limits, objections) are covered in detail in our mutation (dakhil-kharij) guide for Patna. For jamabandi, khatiyan and LPC: check jamabandi, khatiyan and LPC online.

Work stuck at the circle office? Take these 5 steps in order

  1. Check the online status first. The portal shows where your mutation, LPC or parimarjan application stands. If a document or reply has been asked for (an objection or notice), deal with that first.
  2. Call or email the CO. Take the number from the list above. In the email, give the application number, mauza, khata-khesra and how long it has been pending. An email also gives you a written record.
  3. File a complaint on Bihar Bhumi. The Bihar Bhumi portal has "Jan Shikayat Portal" and "Register Complaint" links.
  4. File a grievance under Lok Shikayat (full process below).
  5. Disagree with the CO's order? Appeal. An appeal against a mutation order goes to the Deputy Collector Land Reforms (DCLR) within 30 days of the order. An order is challenged by appeal, not by a complaint.

How to complain about a Circle Officer: Bihar Lok Shikayat

The Bihar Right to Public Grievance Redressal Act, 2015 gives citizens a legal right to a hearing on their grievance within a set time and a written decision. According to the portal, it has been in force since 5 June 2016.

  • Online: lokshikayat.bihar.gov.in → "Register new grievance" (नया परिवाद दर्ज करें). You can track its status on the same site.
  • Phone: toll-free 1800 345 6284 (daily, 9:30 am to 6:30 pm), both to file a grievance and to check its status.
  • In person: at the counter of the sub-divisional or district Public Grievance Redressal Officer.

Which land matters can go to Lok Shikayat?

The government's list (as on 21.01.2025) of Revenue and Land Reforms Department matters open to a grievance includes:

MatterResolved at the level of
EncroachmentCircle Officer
Land measurementCircle Officer
Land rent receipt not issuedCircle Officer
Copy (nakal) not given by the circle officeCircle Officer
Land ownership certificate, family membership certificateCircle Officer
Cancelling a wrong jamabandiAdditional Collector
Conversion of agricultural landSub-Divisional Officer
Law-and-order problems arising from a private land disputeSub-Divisional Officer

Complaints about the conduct of officers and staff can also be filed, for every department.

What Lok Shikayat does not cover

  • Title disputes over private land: these belong in court.
  • Orders passed under revenue laws (for example, a mutation rejection), and appeal or revision orders: the remedy is an appeal.
  • Services notified under the Bihar Right to Public Services Act, 2011 (RTPS), RTI matters, and anything a court or tribunal has jurisdiction over.

No hearing? Appeals and penalties

If you're not heard in time, or you disagree with the decision, a first appeal lies within 30 days (up to 45 days with sufficient cause), followed by a second appeal. The second appellate authority can fine an officer who failed to give a hearing in time without good reason ₹500 to ₹5,000, recovered from their salary (sections 7 and 8 of the Act).

What should you do? (our advice)

  • Keep everything in writing. Save application numbers, receipts, emails and portal screenshots. They're what a grievance or an appeal runs on.
  • Don't pay anyone for a "setting". The mutation application is free. A middleman asking for money is itself illegal, and that kind of payment usually comes back to haunt you.
  • Check before you buy that the seller's jamabandi is correct and that there's no other mutation application or case on that khesra. That is where most stuck mutations start. The full checklist: plot buying guide for Patna.
  • Living outside Patna? If repeated trips to the circle office aren't possible, use email and the online Lok Shikayat route. Our full guide for buyers outside the state: buying property in Patna from outside.
