Bihar Land Records Online: Every Record for Patna Land (2026)
Short answer: almost every official land record in Bihar is now online, and most of them start from one portal: biharbhumi.bihar.gov.in, run by the Revenue and Land Reforms Department. The jamabandi (Register-II), mutation status, LPC status and mortgage records are free to view without logging in. The khatiyan is on the Bhu-Abhilekh portal, the village map on Bhu-Naksha, and registration records (certified copies of deeds, encumbrance certificates) on the registration department's e-Nibandhan portal. Below is the full list: which record, which portal, what to enter, and what a Patna buyer should check in it.
Say you work in Bengaluru or Dubai and you're looking at a 2-kattha plot in Phulwari or Bihta circle. The broker says "all papers are clear". You can open every record in this guide yourself from your phone in 20–30 minutes, and most of the big red flags show up before you pay a token amount.

All portals checked on 15 October 2026. Government portals change their design from time to time; if a button label looks slightly different, the order of steps stays the same.
Before you start: keep these 6 details of the Patna plot ready
Almost every portal asks for the same things. Get the seller's old sale deed (kewala), rent receipt or jamabandi copy and note down:
- District: Patna
- Circle (anchal): Patna district has 23 circles, such as Danapur, Phulwari, Sampatchak, Punpun, Bihta and Naubatpur. The circle is printed on the rent receipt.
- Halka: the revenue employee's area inside the circle.
- Mauza: the revenue village (a colony's name is often different from its mauza).
- Khata number and khesra (plot) number
- Jamabandi number or bhag-page number (on the rent receipt)
A Patna-specific trap: new colonies on the city's edge usually carry a name that isn't the mauza. If "XYZ Nagar" doesn't appear in the mauza list, check the mauza and thana number written in the deed. Pick the wrong mauza and every record you open will be for someone else's land.
1. Jamabandi (Register-II) online: whose name is the land in today?
Register-II (panji-II) is simply another name for the jamabandi register. For a buyer it is the first and most important record.
- On the Bihar Bhumi portal, click "जमाबंदी पंजी देखें" (View Jamabandi Register).
- Choose district Patna, the circle, halka and mauza.
- Search by khata, khesra, owner's name or jamabandi number, enter the security code and click Search.
- Click View next to the right jamabandi.
You'll see the owner's name, khata-khesra, area, boundaries, rent account, and any mortgages and cases that have been recorded online. The portal also offers the register "in all 22 languages of India", which helps family members who don't read Hindi.
The full walkthrough, what each field means and how to get mistakes corrected through Parimarjan Plus are in our guide How to check jamabandi, khatiyan and LPC online in Patna.
2. Khatiyan online: the root record of the land
The khatiyan is on bhuabhilekh.bihar.gov.in. Sign in through Public Login with your mobile number, choose the document type, fill in district Patna, circle, mauza and khata/khesra, and search. View shows the scanned record; "Apply for Download Copy" gets you a digitally signed copy after paying the fee. The same portal holds other records too, such as old jamabandi register copies, mutation registers and revenue maps, though not every record of every mauza has been scanned.
CS vs RS vs chakbandi khatiyans, kaithi-script records and the download steps are covered in our Khatiyan Bihar guide.
3. Bhu-Naksha: where the khesra actually is in Patna
The papers can be genuine and the plot you're being shown can still be a different khesra. That's why the map matters. For the full walkthrough with screenshots, the free khesra PDF (LPM) and what each Patna circle is called on the portal, see our Bhu Naksha Bihar download guide.
- View online: on bhunaksha.bihar.gov.in, the button under "Click on the button below to view map" opens the map viewer; choose the location and find your khesra. The portal has two sets of maps: Special Survey (from First Map up to Final Published Map) and Old Survey (Cadastral, Revisional, Chakbandi, and Cadastral/Revisional Municipality maps for urban areas).
- Printed copy delivered home: on dlrs.bihar.gov.in, open "Door Step Delivery of Revenue Maps" → choose Area Type, Map Type, District, Survey Thana/Municipal and mauza/ward → "Search Map" → preview with "Click & View" → tick the copies you want and "Add to Cart" (up to 5 maps per cart) → Proceed, enter the delivery address, Checkout and pay. Keep the receipt; "Track Your Order" shows the status by consignment number.
What to check in Patna: which khesras your plot touches, which side the road or common path is on, and whether this matches the boundaries in the deed. A path on the map and a path on the ground can differ, which is why a measurement by an amin is the last step (see section 10).
4. Mutation status: who has filed on your plot?
Few people know this, but it is one of the most useful checks for a buyer. According to the department, anyone can see every mutation application filed on any plot in a mauza:
- On Bihar Bhumi, open "दाखिल ख़ारिज आवेदन स्थिति देखें" (View mutation application status).
- Choose district, circle and year and click Proceed.
- Enter the mauza and plot (khesra) number and click Search. You'll see the list of applications filed on that plot in that financial year.
How Patna buyers should use it: check the last 2–3 financial years one by one. If the seller's khesra has a pending mutation in someone else's name, part of it may already have been sold. If you see that, stop and get it explained in writing before going further.
If someone has filed wrongly on your land, an objection can be filed online ("दाखिल ख़ारिज वाद पर आपत्ति दर्ज करें", after login). Tracking your own application by token or case number, and the timelines, are in our mutation (dakhil-kharij) guide.
5. LPC status online
The LPC (land possession certificate) is applied for after logging in to Bihar Bhumi, and the application won't go through unless land rent is up to date. Its status can then be checked through the "एल० पी० सी० आवेदन स्थिति देखें" (LPC application status) link. The full application steps are in our jamabandi-khatiyan-LPC guide.
6. Land rent: paid up to which year?
On bhulagan.bihar.gov.in, open your jamabandi to see dues and pay online. The jamabandi register also shows the year up to which rent was paid. For a buyer: if rent hasn't been paid for years, ask why. After registration, keep paying rent in your own name; it is your everyday proof of possession.
7. Mortgaged land: is there a bank loan on it?
Bihar Bhumi has a "view mortgaged land" facility where anyone can check, without login, whether a mortgage is recorded on the land. The jamabandi register also shows "Land Mortgage" details. Only mortgages recorded online show up here, so if nothing appears, still take a written declaration from the seller.
8. Registration records: prohibited land, deed copies and the encumbrance certificate
Registration records belong to the Prohibition, Excise and Registration Department, not the revenue department. Its portal is enibandhan.bihar.gov.in.
- View Prohibited Properties: choose the Registration Office, Circle and Village, enter the captcha and click Search. It lists land in that village with a restriction on registration, the restriction type and whether it is Active. Run this before you agree on a deal, so you don't find out at the registry office.
- Certified Copy: a certified copy of the seller's old deed, to confirm that the deed in their hands matches the registered original.
- Encumbrance Certificate (EC): registered transactions on the land over a period, so you know it wasn't already sold to someone else.
Check the e-Nibandhan portal for how to apply for a certified copy or EC and the fee. Its helpdesk number is 14544 (as listed on the portal). Total registry costs are in our Patna registry charges guide.
For Patna: villages in the Patliputra township area have their own registry restriction. Check whether your village is on the Patliputra township village list.
9. Revenue courts (RCMS): is there a case on the land?
Bihar Bhumi runs the Revenue Court Management System (RCMS), where revenue court cases are filed online and their status can be checked. The jamabandi register also shows cases pending in revenue courts, and the circle officer's court cause list is on Bihar Bhumi too.
Note: RCMS covers revenue courts only. Civil court cases (title suits, partition suits) are not in it. For those, take a written declaration from the seller and, if needed, have a lawyer check at the Patna civil court.
10. e-Mapi: request an official land measurement online
Online records describe the land on paper; a measurement tells you where it is on the ground and how big it is. The department's process:
- On emapi.bihar.gov.in, click "apply for Mapi" and log in with your mobile number (register first if you're new).
- Choose district and circle, click Proceed; enter halka, mauza, bhag number and page number and click "Get Reg-2". Your jamabandi appears.
- Enter the khata, khesra and area of the land to be measured; fill in your details and the neighbours' (chauhaddidar) details.
- Answer a few questions, upload supporting PDFs and the "Self Declaration", accept the declaration. You'll get an application number.
- Once the circle officer approves, pay the measurement fee under "Application Status → Pending for mapi" via "Proceed for Payment" and pick a tentative date. After the measurement, the report is under "View Mapi".
Note that the e-Mapi application starts from the applicant's own jamabandi, so it is normally done by the landowner. Before buying, ask the seller to get it done, or hire a private amin.
11. SMS alerts: get a message if anything changes on your land
After logging in to Bihar Bhumi, you can opt for SMS alerts on your jamabandi and get a message whenever there's a rectification or transaction on it. For landowners living outside Patna this is the cheapest protection there is: if someone tries to push through a mutation on your land, you find out in time. Also use "आधार / मोबाइल सीडिंग स्थिति जांचें" (check Aadhaar/mobile seeding status) to make sure the right mobile number is linked to your jamabandi.
12. Found a mistake? Parimarjan Plus and complaints
If the name, khata-khesra, area or rent in a jamabandi is wrong, or an old jamabandi doesn't appear online, apply on Parimarjan Plus and track it there. For other complaints, Bihar Bhumi links to a public grievance portal and a "raise a ticket" page. The rule for buyers: if the seller's jamabandi has errors, the seller fixes them through Parimarjan first, then you register, otherwise your own mutation will get stuck later.
If work is stuck at the circle office, here are the contacts for all 23 Patna Circle Officers and the full complaint route: Patna Circle Officer list and contacts.
The right order of online checks before buying a plot in Patna
| Step | Check | Red flag |
|---|---|---|
| 1 | Jamabandi: seller's name, khesra, area | Name is someone else's; area being sold is more than the jamabandi shows |
| 2 | Mutation status (last 2–3 years) | Someone else has applied on the same khesra |
| 3 | Mortgage + RCMS | A bank mortgage or a pending revenue case |
| 4 | e-Nibandhan: Prohibited Properties | Village/khesra on the restriction list (Active) |
| 5 | Khatiyan | Broken chain from the khatiyan owner to today's seller |
| 6 | Bhu-Naksha | Plot shown on site doesn't match the khesra on the map; no access path on the map |
| 7 | Land rent | Unpaid for years |
| 8 | Certified copy of old deed / EC | Deed in hand differs from the registered deed; an earlier sale on record |
Government records give area in acres and decimals; deals in Patna are done in kattha and dhur. A rough guide for Patna: 1 kattha ≈ 3.125 decimal ≈ 1,361.25 sq ft = 20 dhur; 1 decimal = 435.6 sq ft. The kattha varies a little by area, so the area written in the deed is what counts.

What should you do? (Our advice)
- Before paying a token amount, run the 8 checks above yourself. Don't rely on screenshots from the seller or broker; take the khata-khesra and open the portals on your own.
- Online records are the first check, not the last. They only show what has been entered. Original papers, possession, measurement, access road and a chat with the neighbours need a site visit. Full list: Plot buying guide for Patna.
- Check the Master Plan zone too. Getting a building plan passed can be hard in agricultural or green zones: Patna Master Plan 2031 explained.
- Living outside Patna? Get mutation done right after buying, switch on SMS alerts and pay rent every year. The full guide: Buying property in Patna from outside Bihar.
- If there's an old khatiyan, kaithi script, a tangled family tree (vanshavali) or a combined (miljumla) area, get the papers checked by someone who knows.
