Source: Bihar Gazette notification No. 636 (18 June 2026) for stamp duty, and the stamp duty and fee table of the Prohibition, Excise and Registration Department, Government of Bihar. No change to the registration fee was found up to 18 October 2026.
Since 18 June 2026, a sale deed in Bihar costs 7% stamp duty + 2% registration fee = 9%. When a man sells to a woman it is 6.6% + 1.9% = 8.5%, and when a woman sells to a man it is 7% + 2.1% = 9.1%.
On whichever is higher. If the MVR value of the property is more than the price in the deed, stamp duty and the fee are charged on the MVR value.
If the MVR value is below ₹40 lakh, a man-to-man sale costs ₹2,80,000 stamp duty + ₹80,000 fee = ₹3,60,000, plus the scanning fee. Man to woman it is ₹3,40,000.
Yes, only when a man sells to a woman: 6.6% stamp duty and 1.9% fee instead of 7% and 2%. That saves about ₹20,000 on a ₹40 lakh deal.
The Revenue Department's FAQ says there is no fee. A 2026 amendment adds ₹200 per petition, but only from a date the government notifies; no such notification was found up to 18 October 2026.
