Land in Paliganj is handled by the Paliganj circle (anchal). Paliganj sub-division has three circles: Paliganj, Dulhin Bazar and Bikram. Paliganj has its own sub-registry office, paperless since 17 August 2026. Paliganj block is not part of Patna Master Plan 2031 and not in the Patliputra township special area.

Paliganj and Patna Master Plan 2031

The Patna Planning Area covers 13 blocks: Patna, Danapur-cum-Khagaul, Maner, Bihta, Naubatpur, Punpun, Phulwari, Sampatchak, Fatuha, Dhanarua, Daniawan, Masaurhi and Khusrupur. Paliganj and Dulhin Bazar are not among them (PMP p22).
Paliganj was not even in the wider study area the planners looked at before fixing the boundary (PMP Table 6, p15).
So the Master Plan's zones — growth node, green belt, conservation zone — are not drawn for Paliganj. If a plot is sold as "Master Plan me hai", ask which notified plan they mean and confirm at the office.
Building on farmland no longer needs an SDO land-conversion order: the conversion law was repealed by Bihar Act 18 of 2026, in force from 3 August 2026.

1Paliganj or Dulhin Bazar?

Both are in Paliganj sub-division but are separate circles. Dakhil-kharij and LPC go to the circle written on the jamabandi, not the nearest market.

2"Master Plan me hai" claims

Patna Master Plan 2031 does not cover Paliganj block. Treat any such claim as a sales line until the seller shows a notified plan.

3Jamabandi and mutation

The jamabandi should be in the seller's name, with dakhil-kharij complete and the latest lagan receipt paid. Check it online before the token.

4Farmland plot and access

Most plots are cut from farmland. Make sure the plot has its own khesra and a recorded access road, not just a verbal "rasta milega".

5Which registry office?

Paliganj has its own sub-registry office. Confirm with the deed writer which office covers your mauza before booking a slot.
