Patna Property News: Is Hafte Kya Badla (19–24 Oct 2026)
This week in short: flat owners in Patna may finally get their mutation (dakhil-kharij) done, the state's jamabandi correction drive has one week left, the city is pushing property owners onto the tax register with a 31 December deadline, and land deals are open again in the Patliputra township area. Below: what happened, what it means for you, and where the news came from. This is our first roundup, so it also covers two stories from earlier in October that still affect you this week.
Flat mutation to restart through an ordinance
What happened: Since April 2025, Bihar has stopped mutation (dakhil-kharij) of the land share that comes with a flat. Reports on 16 October say the Revenue and Land Reforms Department has built new software to record each flat owner's proportionate share of the land, and is waiting for the Law Department's approval. Once it is approved, an ordinance will be issued through the Governor, followed by a law in the winter session of the legislature. Reports say the department aims to restart from next month.
What it means for you: If you bought a flat in Patna after April 2025, your registry is valid; only the mutation of your land share is pending. Keep your sale deed (kewala), the builder's papers and the apartment's land details in one file so you can apply as soon as the window opens. Earlier reports had said September, and that date passed, so wait for the official notice. Do not pay anyone who promises to "get it done" before then.

Jamabandi correction drive: last week (ends 31 October)
What happened: The state-wide drive to correct digitised jamabandi records and do succession mutation (putting heirs' names in place of a dead owner) started on 15 September and runs until 31 October 2026. The department has said that where a correction needs measurement of the land, it will do the measurement free.
What it means for you: If your family land is still in a late grandparent's name, or the jamabandi has a wrong name, khata, khesra or area, this is the cheapest time to fix it. Go to your anchal (circle) office with your papers this week. A clean jamabandi matters most when you want to sell: buyers and banks check it first.

Property tax: assess by 31 December or pay a 100% penalty
What happened: Patna Municipal Corporation's door-to-door survey has found many properties that were never assessed for property tax. Owners have until 31 December 2026 to get them assessed; from January 2027 such properties will be assessed with a 100% penalty. Ward-wise camps are running, where you can get a new assessment, a re-assessment or a correction, and pay dues. PMC had also said earlier that tax paid after 1 October carries interest of 1.5% a month on the unpaid amount.
What it means for you: If you built a house or added a floor and never registered it for holding tax, do it at a camp before 31 December. If you are buying a house or flat, ask the seller for the latest property tax receipt: unpaid dues and penalties stay with the property.

Patliputra township: land deals open, building needs approval
What happened: In a report published on 19 October, six months after the 12 satellite townships were announced, Urban Development Minister Nitish Mishra said that land can be bought and sold again in the Patliputra township area, but construction needs consultation with the department on building plans. Land acquisition has not started. The government is preparing to lift sale curbs in six more township areas; in the other areas, the curbs remain.
What it means for you: Registry in the Patliputra area is open, so buying is possible, but do not plan to build until you have the department's approval. Check first whether your village is inside the township.
