Patliputra Township Patna: Registry Open, Construction Still Barred — What Next After 15 October?

🔔 New update · 28 Oct 2026 Read the news → Land deals reopen in 11 more satellite township areas, including Sonepur — The Patliputra township is not part of this decision; its sale ban was lifted earlier

Quick answer

In the Patliputra township area, registry is open again since 1 August 2026. Building is still barred.

  • The construction ban runs until 30 March 2027 under the April 2026 notification.
  • Objections to the Draft Development Plan 2047 closed on 15 October 2026.
  • Next, the government considers the objections and notifies the final plan.

Can land be registered in the Patliputra Township area now?

Yes. Notification 8024 lifts the ban on sale and transfer in the special area "from the date of the notification". Copies went to the district registrar and every sub-registrar office in Patna.

Before you register, still do two things:

  • Ask at the sub-registrar office whether there is any separate restriction on your mauza.
  • Check the plot's land use in the Draft Plan 2047 maps: residential, road, public facility or green area. Land marked for a proposed road or public facility may not be fully usable later.

Can you build a house in the township area?

Not for now, not without written permission. Notification 4655 also banned "development and building construction" until 30.03.2027. Notification 8024 only lifts the sale/transfer ban; it says nothing about construction. In July 2026 the department wrote to the District Magistrate asking for construction in the township area to be stopped.

So you can buy land. But starting a house or shop on it now is risky: the work can be stopped.

The 15 October objection date has passed — what happens next?

As of 14 October 2026, the Patna Metropolitan Area Authority (PMAA) website showed no new notice extending the objection date. The next steps usually run in this order:

  1. Objections considered: the plan is revised after considering objections and suggestions. Officials have also said the final plan will be prepared only after that.
  2. Final Development Plan 2047 notified: no date has been announced.
  3. Town Planning Schemes: the core area (19 villages of Punpun) gets the first schemes, with roads, water and sewerage.

How will land be taken — will you lose your land?

The draft plan lists several ways of assembling land. Which one applies depends on ownership and the project:

  • Direct acquisition under the law
  • Town Planning Schemes, i.e. land pooling: the owner gets back a share of developed plots
  • Negotiated purchase, joint development and PPP

How much land is returned under pooling will be fixed in the final plan and the schemes. Don't rely on figures quoted by agents. Farmers in parts of Punpun and Naubatpur have protested against land pooling.

What should you do now? (our advice)

If you own land here:

  • Keep khatiyan, jamabandi, rent receipt and dakhil-kharij updated in your name. These are what count for land pooling or compensation.
  • Don't start new construction. If your house is already built, keep copies of its permission and approved map safe.

If you plan to buy a plot here:

  • Be wary of anyone charging a premium for a "township plot". The final plan and pooling rules are not settled.
  • Assume construction permission may be hard to get until March 2027 or until final rules come.
  • Check the plot's land use and road position in the draft plan. Check the papers as in our complete guide to buying a plot in Patna.

FAQs about Patliputra Township

  1. My house is already built. Is it safe?

The draft plan (chapter 15) says buildings put up with valid permission before the plan is notified stay authorised. This holds even if the zoning changes. Construction done without permission does not get this protection. Keep the permission and approved map safe.

  2. I need money urgently. Can I sell to the government?

Under Resolution 6608 (19.06.2026), the Bihar State Housing Board may buy land from owners in urgent need. Ask the circle office how to apply.

  3. I missed the 15 October objection date. Can I still object?

Objections went to the Additional Secretary, Urban Development & Housing Department, by post/courier or to udhd@bihar.gov.in. You can still write, but there is no guarantee a late submission will be taken on record.

  4. What gets built first, and when?

Per the draft, Phase I (0–5 years) covers land assembly, the core area, the first part of the central business district, the main axial roads, the first section of the ring road and the Jat Dumri transit hub. Phase II (5–10 years) completes the ring road and brings Fintech City, Sports City, and education and health institutions.
