Greater Patna Area 2026: Blocks List, Map & Master Plan
Quick answer
"Greater Patna" is not a legal area yet. The official area is the Patna Planning Area: 1,167.04 sq km, 13 blocks, 575 villages.
- A "Greater Patna Authority" of 14 blocks, planning to 2050, was only proposed in March 2025. We found no approval.
- The Municipal Corporation, the city proper, is about 96.8 sq km of the 1,167.
But the rules on your plot depend on which list your village is in. Check below. Checked 30 October 2026.
Is your block in "Greater Patna"? Official area against the 2025 proposal
| Block | Official area (Master Plan 2031) | 2025 Greater Patna proposal |
|---|---|---|
| Danapur-Khagaul, Sampatchak, Phulwari, Punpun | Yes, the whole block | Yes |
| Patna Rural | Yes, the whole block | The proposal names "Patna Sadar". Confirm at the block office. |
| Maner, Bihta, Naubatpur, Masaurhi, Dhanarua, Fatuha, Daniyawan, Khusrupur | Yes, but only part of the block | Yes |
| Bikram | No | Yes |
| Barh and Paliganj subdivisions | No | No (left out) |
The official area has 13 blocks. The proposal names 14. Bikram is in the proposal and is not in the official list.
Eight blocks are only partly inside the planning area. For example, only 5 villages of Daniyawan and 2 of Khusrupur are in it. So a block name alone does not tell you if a village is covered.
For the number of villages in each block, see our Master Plan 2031 guide.

How to check if your village is in the Patna Planning Area
- Take your block, mauza and thana number from the khatiyan or jamabandi.
- Open the Master Plan 2031 report. Go to Annexure 1, the state notification of 13 August 2014 (printed pages 156 onwards).
- Its second schedule, "List of administrative units" (from page 161), names every village block by block. The names are in English capitals and may be spelled differently from your khatiyan.
- Find your block, then look for your mauza in its list.
- Found it? The Master Plan zones and building rules apply to your plot. Not found? Ask PMAA in writing before you assume anything.
Why it matters: inside the area, the zone decides what you can build. A green-belt or urban agriculture plot, for example, has strict limits. See what you can build in the green belt.
What is the official "Greater Patna" today?
The law knows only the Patna Planning Area, also called the Patna Metropolitan Area. These are its facts:
| Item | Official figure |
|---|---|
| Total area | 1,167.04 sq km |
| Villages and blocks | 575 revenue villages in 13 blocks |
| Villages (rural) and towns (urban) by area | 1,024.63 sq km rural; 142.41 sq km urban |
| City proper | Municipal Corporation, 96.8 sq km |
| Planning area notified | 13 August 2014 |
| Authority formed (PMAA) | 11 September 2014 |
| Master Plan 2031 notified | 28 October 2016 |
The 2014 notification lets the Urban Development and Housing Department adjust the total area by up to 5%.
The 2016 plan counted 6 urban bodies. PMAA's page now lists 7, because Naubatpur is added. They are the Municipal Corporation and the councils of Danapur, Khagaul, Phulwari, Maner, Naubatpur and Fatuha.
So the planning area is about 12 times the city. A plot inside it can lie far from the city centre. Judge it by its zone, not by the name.

What is only a proposal?
In March 2025 the Patna district administration proposed a Greater Patna Authority. The aim was to guide growth up to 2050. It covers 14 blocks in four subdivisions: Patna Sadar, Patna City, Masaurhi and Danapur.
The proposal was sent to the Urban Development and Housing Department. We found no approval, notification or map for it on the PMAA website or in later reports. Until then, the Master Plan 2031 rules apply.

How the planning area is split: 15 zones
The Master Plan divides the planning area into 15 zones. Each zone will get a detailed Zonal Development Plan (ZDP). PMAA says the plan for the Punpun area is under development. Until the ZDP comes, the Master Plan land use applies.
The 15 zones named by PMAA
Special Area, Patna Urban, Danapur, Gopalpur, Maner, Bihta, Naubatpur, Patna Central, Sampat, Mircha, Fatwah, Daniawan, Punpun-A, Punpun-B and Makhdumpur.

What an ad says, and what to ask
| The ad says | What to ask for |
|---|---|
| "Greater Patna project" | The block, mauza and khesra. The name has no legal meaning, so the zone matters. |
| "Inside the Patna Master Plan" | Proof that the mauza is in the list of administrative units (Annexure 1). Many villages in the listed blocks are not. |
| "Part of the Patliputra township" | A check on the township village checker. Only the villages on that list are in it. |
Other things called "Greater Patna"
- The Patliputra township. It is a separate draft plan for villages in Naubatpur, Punpun, Fatuha and Masaurhi. See the township village list.
- Private names. Some companies and projects use "Greater Patna" in their name. That gives them no government status. Ask for the notification number.
What should you do?
- Find your block and mauza in the khatiyan or jamabandi. Match them with the first table.
- If the block is in the official area, check the plot's zone on the Master Plan. See our zone guide.
- If the block is only in the proposal (Bikram), the Master Plan 2031 does not cover it today. Ask the block office and the local body which rules apply.
- If an ad says "Greater Patna", ask for the notification number and the khesra's zone, in writing.
- Papers first. See the Patna plot buying guide.
