Flat or Plot: Which Is Better in Patna? An 8-Point Comparison

Quick answer

Need a home soon? A ready flat in a RERA project. Want land in your own name and a house your way? A plot.

  • Flat: in a RERA project, legal protection on booking, delay and structural defects for 5 years.
  • Plot: the land is fully yours, but the papers, zone and naksha pass are your job.
  • For both, check the area for waterlogging and floods first.

But the real difference is in the risks. See the table below.

Flat or plot: a straight comparison on 8 points

When you get a homeReady flat: at once. Under construction: on the date in the agreement. After purchase: naksha pass, then construction.
What is in your nameThe flat. The project's land and common areas go to the residents' association as an undivided share. The whole plot, through jamabandi and dakhil-kharij.

House designThe builder's fixed plan.Your own plan, within byelaws and the zone.
Later costsMaintenance and holding tax.Full construction cost, plan fees, land rent or holding tax.
Biggest riskBuilder delay, stalled project, possession without OC.Double sale, wrong jamabandi, a zone like the green belt, waterlogging.
If you live outsideEasier upkeep, with an association and neighbours.Guarding possession and the boundary is on you.

We don't compare prices on purpose. In Patna they swing widely by area and project. For the government minimum rate (MVR) and registry cost, use the registry charges calculator.

What protection does RERA give a flat buyer?

Only if the project is registered with RERA Bihar. Projects on more than 500 sq m of land, or with more than 8 flats, must register.

  • Booking: the builder can't take more than 10% without a registered agreement for sale.
  • Delay: no possession by the agreed date? Your money back with interest. Or stay on and get interest for every month of delay.
  • Defects: report a structural or workmanship defect within 5 years of possession. The builder must fix it free within 30 days.
  • Land title: if a defect in the land title causes you loss, the builder must compensate you.

When is a flat the better choice?

  • You need a home soon. A ready flat with an OC: move in after the registry.
  • You live outside Patna. An empty plot is hard to watch over. A flat's upkeep is easier with an association.
  • You can't judge land papers yourself. The RERA page shows the project's documents and approved plan.
  • You want to live in the city centre. Empty plots are scarce there.

When is a plot the better choice?

  • You want land in your own name. The plot enters the jamabandi in your name, and the rent receipt is cut in your name.
  • You want to build to your own needs. Rooms, floors and later additions are your call.
  • You can wait 2–3 years to build. And you can spend in stages.
  • You or family live in Patna. Someone can keep an eye on possession and the boundary.

Most plot losses come from a check skipped before buying. Every check, in order: how to buy land or a plot in Patna.

The official route to building on a plot: naksha pass in Patna. And in the green belt, a small plot almost never gets a house: green belt building rules.

Five questions to decide for yourself

  1. When do you need to move in? Within a year: a ready flat. In 3 years or later: a plot works too.
  2. Who will look after it in Patna? Nobody: a flat. Family on the spot: a plot.
  3. Who will check the papers? With a plot, every check from khatiyan to mutation is yours. If you can't, get expert help.
  4. Money at once or in stages? Plot first, house later. With a flat, instalments as per the agreement.
  5. Want to expand later? Add a floor or a shop: a plot. But that too follows naksha pass and the zone.

If three or more answers point one way, that is your answer. Still, do the three checks below before you buy.

Flat or plot: three checks for both

  1. Water: is the area by a river, low-lying or prone to waterlogging? See flood zone check.
  2. Loans and cases: no old loan or court case on the land or project. See EC and loan-case check.
  3. The seller's right: the seller is the real owner, or holds written authority. For a flat, check both the builder and the landowner.

What should you do?

  • First decide: when you need the home, and who will look after it. The answer follows from there.
  • Buying a flat? Get the RERA number first. No number, no booking money.
  • Buying a plot? Jamabandi and zone before the token. Other checks can wait, these can't.
  • See the area in the rains yourself. A dry-season site visit won't show waterlogging.
  • Pay every amount through the bank, with a written receipt. Avoid cash.

Flat or plot: FAQs

  1. Do plotted colony projects come under RERA too?

Yes. Under the RERA Act, cutting land into plots for sale is also a "real estate project". If it is on more than 500 sq m of land, it must be registered. Search the project name on the RERA portal before buying a colony plot.

  2. How do I compare a flat's area with a plot's: carpet or super built-up?

For a flat, look at the carpet area. Under the RERA Act it is the usable floor inside the flat. It leaves out external walls, your own balcony and open terrace, but counts internal walls. A plot's area is the area in the deed and jamabandi. Convert both to sq ft with the kattha converter.

  3. Which is easier to sell later, a flat or a plot?

There is no official data on this. In both, clean papers sell faster. For a flat: an OC and no association dues. For a plot: jamabandi and mutation in your name. Getting ready to sell: fix the papers before selling.

  4. Should I buy an under-construction flat or a ready one?

A ready flat carries no delay risk, and you can see the OC before buying. For an under-construction flat, check the completion date and quarterly reports on the RERA page. Then decide if you can live with a delay.
