Bihar Rasid Online: Pay Lagan, Get Land Rent Receipt (Patna 2026)
Short answer: Land rent (lagan, also bhu-lagan) in Bihar is now paid online. Open www.bhulagan.bihar.gov.in, choose "Pay Online Lagaan", select district Patna, your circle (anchal), halka and mauza, and find your jamabandi by khata, khesra (plot), jamabandi number or the holder's name. Click "View" to see the dues, enter your name, mobile and address, and pay. Once the payment succeeds you get the land rent receipt (rasid).
In Patna the rasid matters most at three moments: after buying land, when you take the first receipt in your own name once mutation is done; before an LPC or similar service, when old dues must be cleared; and before buying a plot, when you check the receipt in the seller's name. This guide covers all three.
What are lagan and the lagan rasid?
Lagan is the yearly rent (land revenue) a landholder (raiyat) pays the government for their land. Each jamabandi records the rent fixed for that land. According to the Revenue and Land Reforms Department's booklet, land rent in Bihar is paid under section 24 of the Bihar Tenancy Act, 1885, and the process is now fully online.
The lagan rasid (often just "rasid", or "malguzari rasid") is the proof of that payment. It is issued in the name on the jamabandi, so it tells you whose name the land stands in on the government record today, and up to when the rent has been paid.
Note: in the city, the holding tax on a house or flat goes to the municipal corporation; that is separate from lagan. This guide is only about land rent and its receipt.
How to pay lagan online in Patna, step by step
- Open the portal: go to www.bhulagan.bihar.gov.in (or click "भू-लगान" on biharbhumi.bihar.gov.in) and choose "Pay Online Lagaan" (ऑनलाइन भुगतान करें).
- District and circle: select Patna and your circle (for example Danapur, Phulwari, Sampatchak, Patna Sadar, Bihta, Naubatpur), then click "आगे बढ़े" (proceed). Your circle is written on an old receipt or on the deed.
- Select the halka and mauza.
- Choose how to search: the portal offers volume and current page number, current raiyat's name, plot (khesra) number, khata number, jamabandi number, computerised jamabandi number, or the whole mauza's Register-II by name. Use the number printed on your old receipt; it is the surest match.
- Answer the security code (a small addition sum) and click "खोजें" (search).
- Click "देखें" (View) next to your jamabandi. The jamabandi and rent details appear; click "बकाया देखें" (view dues) to see the amount due. Match the name, khata, khesra and area with your papers.
- Enter your name, mobile number and address and click "ऑनलाइन भुगतान करें" (pay online).
- Pick a payment method (table below) and pay. When the payment succeeds, save or print the receipt and note the Transaction ID.
Which banks, UPI and cards can you pay lagan with?
The department's booklet lists two routes:
| Method | Through | When you get the receipt |
|---|---|---|
| E-payment: net banking | Only PNB, IDBI, SBI, Union Bank (UBI), Canara Bank, Bank of Baroda | Right after a successful payment |
| E-payment: UPI | Via SBI | Right after a successful payment |
| E-payment: debit/credit card | Via SBI | Right after a successful payment |
| Bank challan | Only at a PNB or SBI branch counter | After the bank deposit, the receipt shows on the jamabandi register page |
This bank list can change; go by the options shown on the payment page.
Money debited but no receipt: what to do?
The portal itself says: if a payment shows as failed or pending, don't pay again; check its status first.
- Open "लंबित भुगतान देखें" (Failed Transaction Status) in the Bhu-Lagan portal menu.
- Enter your Transaction ID and click "Verify". If the payment went through, the receipt is issued.
- No Transaction ID? Find your jamabandi as above and click "पिछला भुगतान देखें" (view previous payments). It lists the Depositor ID and Transaction ID of every past payment; verify with that.
- Still stuck? Write to the complaint email given on the portal, lagaancomplaint@gmail.com, with the Transaction ID, date, amount and jamabandi details, or use "Raise a Ticket" on Bihar Bhumi. Keep a screenshot of your bank statement.
How to find or check an old lagan receipt
- Your own past receipts: open your jamabandi on the Bhu-Lagan portal and click "पिछला भुगतान देखें" to see past payments. For rent paid by challan, the booklet says the receipt can be seen from the jamabandi register page.
- Up to when rent is paid: "View Jamabandi Register" on Bihar Bhumi shows the rent fixed on any jamabandi and the payment details, without login. How: check jamabandi, khatiyan and LPC online.
- Jamabandi not online, or wrong: the department's route is Parimarjan Plus: apply with supporting papers to correct it or bring it online. Until the jamabandi is right, the right receipt can't be issued.
Buying a plot in Patna? What to check on the rasid
| Check | Fine if | Problem if |
|---|---|---|
| Whose name the receipt and jamabandi are in | The seller's (or the people they got it from, with complete papers) | Someone else's: mutation or partition is pending; get it fixed first |
| Khata, khesra, area | Match the deed and khatiyan | Less area or a different khesra: settle it before the deal |
| Rent paid up to | A recent year | Years of arrears: have the seller clear them before registry |
| Does the paper receipt match the online record? | The same jamabandi and payment show on the portal | The seller's receipt doesn't match the portal: stop and get a full check |
The jamabandi register also shows any land mortgage (loan) recorded online, changes made at circle level, and revenue court cases on that jamabandi. Look at those along with the receipt.
Remember: a rent receipt alone is not full proof of ownership. Check the khatiyan, the chain of sale deeds, mutation and possession too. Full list: plot buying guide for Patna.
Common mistakes when paying lagan
| Mistake | What happens | Do this |
|---|---|---|
| Wrong circle or mauza | The jamabandi doesn't show | Use the circle and mauza on the old receipt or deed |
| Paying again when a payment is stuck | You can be charged twice | First check the status with the Transaction ID under "लंबित भुगतान देखें" |
| Paying rent after buying, before mutation | The receipt is issued in the old owner's name | First dakhil-kharij (mutation), then the receipt in your name |
| Not saving the receipt | You hunt for proof later | Save every year's receipt |

What should you do?
- Pay lagan every year and keep the receipt. The department says an online LPC can't be applied for without up-to-date rent, and arrears make a buyer suspicious when you sell.
- Just bought land? Get dakhil-kharij done first, then take the first receipt in your own name. Until then the government record shows the old owner.
- Before buying a plot, don't rely on the receipt the seller hands you; open the same jamabandi on the portal yourself and compare.
- Selling? Clear arrears and fix jamabandi errors first: fix land papers before selling. Your circle office number: Patna circle officer list.

FAQs on the Bihar land rent receipt
- How do I get a Bihar rasid online?
Open "Pay Online Lagaan" on www.bhulagan.bihar.gov.in, choose district, circle, halka and mauza, find the jamabandi by khata, khesra, jamabandi number or name, click "View" to see the dues, then enter name, mobile and address and pay. A successful payment gives the receipt.
- How do I download the lagan receipt?
You get the receipt as soon as the e-payment succeeds; save or print it then. Later, open your jamabandi on the Bhu-Lagan portal and click "पिछला भुगतान देखें" to see past payments. For rent paid by challan, the receipt shows on the jamabandi register page.
- Money was debited but no receipt came. What now?
Don't pay again. Enter the Transaction ID under "Failed Transaction Status" on the portal and click Verify; if the payment went through, the receipt is issued. No Transaction ID? Find it under "view previous payments" on your jamabandi. If that fails, write to lagaancomplaint@gmail.com.
- Which banks can I pay lagan online with?
According to the department's booklet, net banking works only with PNB, IDBI, SBI, Union Bank, Canara Bank and Bank of Baroda. UPI and debit/credit cards go through SBI. Challan payment at the counter is only at PNB and SBI.
- My jamabandi doesn't show online. How do I pay rent?
First recheck the circle, halka and mauza and search another way (khata, khesra, name). If the jamabandi really isn't online or has an error, apply on Parimarjan Plus with your papers. Only after that will the receipt be issued online.
- When will the receipt be in my name after buying land?
After dakhil-kharij (mutation), once the jamabandi is in your name. Until then the receipt is issued in the old owner's name, so apply for mutation first thing after registry.
- Is the lagan receipt proof of ownership?
It shows whose name the land stands in on the government record (jamabandi) and that rent has been paid. On its own it is not full proof; before buying, also check the khatiyan, chain of deeds, mutation and possession.
