Home Loan in Patna: Papers, PMAY Subsidy and the Govt Employee Route

Quick answer

No bank lends the full price. Plan to pay 10–25% of the price plus the whole registry cost yourself.

  • Most a bank lends: 90% of the price up to ₹30 lakh, 80% up to ₹75 lakh, 75% above.
  • PMAY 2.0: family income up to ₹9 lakh and no pucca house anywhere? Up to ₹1.80 lakh interest subsidy.
  • Government employees can get lender offers on NHB's Gruh Sugam portal.

Getting a home loan in Patna: 6 steps

  1. Count your own cash first. Add the full registry cost to the down payment. In Bihar, a sale from a man to a man carries 7% stamp duty and a 2% registration fee. The bank's mortgage papers cost extra. Full working: Patna registry charges.
  2. Get the property papers checked for yourself. The bank checks them too, but to protect its own money. A wrong jamabandi or a double sale is still your loss.
  3. Ask two or three banks for a KFS. The Key Facts Statement sets out the key loan terms in a fixed format. It shows the APR: interest plus all charges as one yearly cost. Compare APRs, not just interest rates.
  4. Lock the KFS terms. A home loan KFS stays valid for at least 3 working days. Agree within that time and the bank is bound by those terms. It cannot add a charge missing from the KFS without your consent.
  5. Sanction letter first, then registry. Pay nothing beyond the token money until the loan is sanctioned. Write into the agreement how the token comes back if the loan fails.
  6. Under-construction flat? Money goes in stages. RBI says such loans must be released in line with construction stages. The builder should not get the full loan upfront on an unfinished project.

How much home loan will a bank give? (RBI limits)

Loan amountMost the bank can lendYour minimum share
Up to ₹30 lakh90% of the price10% + registry cost
₹30 lakh to ₹75 lakh80% of the price20% + registry cost
Above ₹75 lakh75% of the price25% + registry cost
  • Stamp duty and the registration fee are not counted in the price. Only for homes costing up to ₹10 lakh may the bank add them.
  • These are ceilings. The actual amount depends on your income, the bank's valuation and the papers. The bank can lend less.
  • A loan for just a plot? Possible, but you must declare in writing that you will build a house on it. The bank sets the time limit.

Example: an 80% loan on a ₹50 lakh flat is ₹40 lakh. You pay ₹10 lakh down plus about ₹4.5 lakh registry (man to man, 9%). Builder agreement, lawyer and bank charges come on top.

Which property papers to keep ready in Patna

Most of the bank's legal check goes into the land papers. If they are clean in advance, the loan moves faster.

PropertyPapers to keep ready
Plot or built house
  • Seller's sale deed (kewala) and the older chain
  • Jamabandi and rent receipt in the seller's name, mutation (dakhil-kharij)
  • Check that the land has no loan or case (EC)
  • Holding tax receipt (inside the municipal area)
Building on your own plotThe papers above in your name, approved building plan (naksha), construction estimate
FlatRERA registration, builder agreement, approved plan, occupancy certificate (OC) for a ready flat

Ask the bank for its full list of personal documents (ID, income proof) in writing, as lists differ a little. Every plot check, in order: plot buying guide for Patna. Where to get the land papers: jamabandi and khatiyan online and checking loans and cases (EC).

Government employee? Routes to check in Patna

1. NHB's Gruh Sugam portal

The National Housing Bank (NHB) built this portal for government employees and defence and paramilitary personnel. Retired defence personnel are covered too.

  • How it works: you apply once. Banks and housing finance companies send offers. It also has grievance redressal and a chat facility.
  • Registration: only an official email (gov.in or nic.in) is accepted. You enter your employee ID, service dates and salary details.
  • Condition: your department must be registered on the portal as a "Government Entity".

We found no public list, as of 31 October 2026, of which Bihar government departments have joined. Ask your office. Address: gruhsugam.nhbonline.org.in.

2. Your department's House Building Advance (HBA)

Many government jobs offer a house building advance from the employer. Central government employees have HBA rules set by the Housing Ministry. Bihar government employees should ask their DDO (drawing and disbursing officer) in writing:

  • whether HBA is available in your cadre right now;
  • the maximum amount, interest and recovery terms;
  • whether it covers buying a ready flat or only building a house.

Then compare it with the banks' KFS. We give no amount here. We could not read the Bihar Finance Department's current order on its official site on 31 October 2026.

3. The PMAY 2.0 subsidy

Government employees qualify too, if they meet the income and house conditions below.

PMAY 2.0 interest subsidy in Patna: who gets it and how much

Pradhan Mantri Awas Yojana (Urban) 2.0 pays an interest subsidy on home loans (the Interest Subsidy Scheme). It covers towns and also notified planning areas, so the Patna Planning Area is included.

ConditionLimit
Family income per yearUp to ₹9 lakh (EWS up to ₹3 lakh, LIG ₹3–6 lakh, MIG ₹6–9 lakh)
LoanUp to ₹25 lakh, tenure over 5 years
House valueUp to ₹35 lakh
Carpet areaUp to 120 sq m (about 1,290 sq ft)
SubsidyOn the first ₹8 lakh of the loan, up to ₹1.80 lakh in total, in 5 yearly instalments
Loan dateSanctioned and disbursed on or after 1 September 2024
  • Not eligible: a family owning a pucca house anywhere in India. Or one that got a house under a government scheme in the last 20 years.
  • Where the money goes: straight into the loan account, cutting the principal. An instalment comes only while the loan is running and more than half the principal is unpaid.
  • Plan: you must give the bank an approved layout or building plan, unless the state has exempted that house.
  • Apply: on the PMAY-U 2.0 portal under "Apply for PMAY-U 2.0", at a CSC centre, or at the municipal body.

Two rights while your loan runs

  • No charge for paying early. On a floating-rate home loan taken by an individual (not for business), the bank cannot charge a prepayment fee.
  • Papers back within 30 days of closing the loan. If the bank causes a delay, it pays ₹5,000 for each day.

Both rules in detail: selling a property with a home loan.

What should you do?

  • Talk to the bank before you pay token money. If the loan gets stuck, the token can get stuck too.
  • Keep 9% for registry on top of the down payment. That money does not come from the loan.
  • Get a written KFS from every bank. Compare APRs; don't trust verbal offers.
  • Be careful with "the builder pays your EMI" schemes. RBI sees 80:20-type products as a risk for buyers too.
  • Government employee? Ask your DDO about HBA first. Then compare it with Gruh Sugam and bank offers.

Home loan in Patna: FAQs

  1. What is the home loan interest rate in Patna?

It varies by bank, your income, credit score and loan type, so we don't quote any rate. Get a KFS from each bank and compare the APR. Put in your own rate to see the EMI: home loan EMI calculator.

  2. Can husband and wife each claim the PMAY subsidy?

Not on the same property. Two or more family members taking a joint or separate loan on it count as one family. Their income is added together. The subsidy is given only once per property.

  3. What happens to the PMAY subsidy if I move my loan to another bank?

After a balance transfer the subsidy is not given again. If you never claimed it from the first bank, the new bank cannot give it either. Think twice before moving a subsidised loan.

  4. Can I get a home loan for an old or resale house?

Yes, banks also lend for buying a built house. An old house has a longer chain of papers, though. Ask the seller early for jamabandi in their name, the approved plan and the holding receipt.
