Bihar Land Survey 2026: Form 2, Last Date and Status (Patna)

Short answer: Bihar's special land survey is under way in Patna district. On 27 October 2026 we opened the official status page for 6 villages (mauzas) in 4 Patna circles. In every one, the proclamation is done and self-declarations (Form 2) are being received, while the khanapuri parcha, draft and final publication are all marked "pending". The 2026 rules say a self-declaration can be filed until the kishtwar (field mapping) of that village is complete. If you own land in a Patna village and haven't filed Form 2 yet, do it now.

This guide is for Patna landowners, including families now living in Pune, Bengaluru, Delhi or the Gulf whose ancestral land sits in villages around Patna. It covers what the survey is, how to fill Form 2, the documents to attach, where to file it online, and the later stages where you can still object.

What is the Bihar land survey (special survey)?

According to the Revenue and Land Reforms Department's FAQ, the special survey and settlement prepares an up-to-date record of rights (new khatiyan) for every raiyat and a new map of every khesra as things stand today, and then fixes land rent by the nature and use of the land. The last cadastral survey ran from roughly 1898 to 1920. This time the map is drawn from aerial photographs (ortho maps).

For a Patna landowner, this means your khata, khesra and area will be recorded afresh. If your name, share or boundaries go in wrong now, fixing them later means hearings and appeals.

Patna land survey status (as of 27 October 2026)

The Directorate of Land Records and Survey (DLRS) portal lists all 23 circles of Patna district. These are the villages we checked:

The counts change daily, so check your own village: on dlrs.bihar.gov.in open "बिहार विशेष सर्वेक्षण संबंधित सेवाएं" (Bihar special survey services), pick district PATNA and click "Go", then open "अपने ग्राम/शहर में विशेष सर्वेक्षण की स्थिति देखें" (survey status of your village/town), choose the circle and mauza and click "Show". The same page shows the camp address and the names and mobile numbers of the amin, kanungo and camp in-charge.

For comparison, the records of rights and maps of 560 villages in 5 of the first-phase districts (Lakhisarai, Arwal, Jehanabad, Sheikhpura, Sheohar) were finally published in the 30 September 2026 gazette. Patna is still at an early stage.

Land survey Bihar last date: until when can you file Form 2?

This is the question people ask most. The rule is:

  • Rule 6(2) of the Bihar Special Survey and Settlement (Amendment) Rules, 2026 lets raiyats in rural and municipal areas file a self-declaration until the kishtwar work is complete.
  • So there is no single date for all of Bihar or all of Patna. Each village has its own window, which closes when kishtwar there ends.
  • Self-declarations are matched against revenue records until khanapuri begins (rule 6(6)).

News reports mention a government target of finishing the survey by December 2026. We found no official notification for that, and it is not a separate Form 2 deadline in any case. Get your village's real position from the camp or the status page above.

Missed the field check? Under rule 9(4)(B), if a raiyat isn't present at the khanapuri spot check and turns up after the fixed date, the amin records the land details in the Yaddasht register (Form 3(2)). Treat that as a last resort, not a plan.

What goes into Form 2 (self-declaration)?

Form 2 is the "form of self-declaration of land owned/held by the raiyat". At the top, fill in the revenue village, thana number, halka number, circle and district. Then add one line per parcel:

ColumnWhat to write
1. Raiyat's nameCo-sharers' names and shares (if any), father's name
2. Permanent addressYour permanent address, even if you live elsewhere
3-5. Khata, khesra, areaFrom the old rent receipt, jamabandi or khatiyan; area in acres and decimals
6. ChauhaddiWhose land or which road lies on each side
7. Kind of landThe land type
8. RentRent excluding cess
9. Jamabandi numberFrom the rent receipt or jamabandi register
10. Basis of claimInheritance, gift, purchase (kewala), settlement or other
11. RemarksAnything relevant, such as a pending case

The form ends with a declaration that the entries are true and that you are liable for any wrong entry, followed by your signature or thumb impression, mobile number and Aadhaar number. Submit it in two copies. The receiving official writes the date and serial number on one copy and hands it back as your receipt. Keep it safe.

The form asks for area in decimals, while Patna talks in kattha and dhur. Roughly, 1 kattha ≈ 3.125 decimal and 1 acre = 100 decimal. Still, write the area exactly as your kewala or khatiyan records it rather than converting it yourself.

Patna city (municipal areas): the June 2026 amendment added a separate Form 2(A) and a Form 3(1)(A) vanshavali for municipal areas. Form 2(A) also asks for the building name, floor, flat number, built-up area and parking area. Check the status page or the settlement office to see whether the survey has started in your ward.

Documents to attach with Form 2

The department's special survey FAQ (Q4) lists these:

  • Jamabandi number details or a copy of the malguzari (rent) receipt. No recent receipt? Pay first: how to pay lagan and get the rasid online
  • A copy of the khatiyan (if available): how to download the khatiyan
  • Details of the documents for the land you claim (kewala, partition deed, gift deed and so on)
  • If the jamabandi holder has died, the date or year of death, or a copy of the death certificate
  • A true copy of any order of a competent court
  • Proof that you are the deceased's heir
  • A copy of your Aadhaar and your mobile number

Also fill the Form 3(1) vanshavali and file it at the camp or settlement office. How a vanshavali is made: ancestral land partition and vanshavali in Patna.

How to file Form 2: at the camp or online

  1. Download the form: on dlrs.bihar.gov.in, open the special survey services and choose PATNA. At the top are links to download Form 2 (self-declaration) and Form 3(1) (vanshavali). The Form 2 PDF also opens directly.
  2. At the camp: find your mauza's camp address on the status page, take both copies and your documents, and insist on the receipt.
  3. Or online: on the same page open "स्व-घोषणा हेतु प्रपत्र-2 यहाँ से समर्पित करें" (submit Form 2 here). Enter your name, state, district, mobile, Aadhaar number and email (optional), click "Verify Mobile", verify your number and complete the remaining steps on screen. Rules 6(1A) and 6(3) allow online filing.
  4. Check it went through: use "अपलोड किए गए स्व घोषणा /वंशावली यहाँ देखें" (view uploaded self-declarations) to confirm your form is recorded.

If you live outside Bihar, online is the easiest route. Still, call the camp's amin or kanungo to confirm your self-declaration has reached them.

Buying a plot in Patna during the survey? What to check

  • Ask the seller whether they have filed a self-declaration for that land, and see the receipt.
  • If khanapuri parchas have been issued in the village, look at the seller's parcha and check that the khesra and area match the kewala.
  • After registry, don't stop at dakhil-kharij. If the village is still at the self-declaration stage, file one for the land you bought so the new khatiyan carries your name.

What should you do? (our advice)

  • Check your village's status today. If self-declarations are being taken, file Form 2 and the vanshavali and keep the receipt.
  • Sort out your papers first: recent rent receipt, jamabandi, khatiyan copy and the chain of kewalas in one file. If the jamabandi has errors, get them corrected before the survey reaches you: how to fix land papers in Patna.
  • Talk to your family first. Fill the vanshavali and shares the same way, with everyone's agreement, so the survey doesn't start a new dispute between siblings.
  • Check every slip. Match your name, khesra, area and boundaries in the khanapuri parcha, the draft and the final record.
  • Other online land records: Bihar land records online, complete guide. Circle office numbers: Patna circle officer (CO) list.
  • Living outside Patna and finding the papers confusing? We can check your jamabandi, khatiyan and the details that should go into Form 2.
