How to Price Land in Patna 2026: MVR, Nearby Deals, Fair Value

Short answer: set your price in three steps. (1) Floor: today's MVR value for your mauza and land category. MVR was raised 1.6 times in rural and 2 times in urban and peripheral areas on 19 June 2026, and now rises 5% every financial year, so ask the sub-registry office for the current figure. (2) Evidence: what land near yours actually sold for, from recent registered deeds, which anyone can get a certified copy of. (3) Adjust for your plot's road, shape, waterlogging, master plan zone and how clean the papers are. And never write a price below MVR in the deed; it hurts you, not just the buyer.

Every seller in Patna hears two kinds of numbers: a broker's "rate" that is often a guess, and the buyer's "MVR se zyada nahi dunga". Neither is the market. A price you can explain with documents is the one that holds up in bargaining, at the buyer's bank and at the registry office.

Step 1: find today's MVR for your land

MVR (Minimum Value Register, often called the circle rate) is the government value below which stamp duty cannot be charged. Stamp duty is charged on the deed price or the MVR value, whichever is higher. What changed in 2026:

  • 19 June 2026: existing MVR rates raised once, 1.6 times in rural and 2 times in urban and peripheral areas (Bihar Gazette No. 635).
  • From then on: MVR rises automatically by 5% at the start of every financial year, with a full revision by the district valuation committee every 3 years.
  • Uniform land categories statewide, priced per decimal. Rural and peripheral: commercial, industrial, residential, land beside highways or MDRs, irrigated, unirrigated and fallow. Urban: principal road, main road and branch road (commercial/residential), other lanes (residential), industrial, agricultural/non-residential.

So a 2024 MVR figure, an old video or a broker's sheet can be half of today's number. Ask your sub-registry office (or the service provider preparing the deed) for the current MVR for your mauza, thana number, khesra and category. Then convert: MVR is per decimal, Patna plots are quoted in kattha. Since 1 kattha is 1/32 acre and 1 decimal is 1/100 acre, 1 kattha = 3.125 decimal. Use our kattha converter.

Illustration only (not a real rate): if the MVR for your category were ₹1,00,000 per decimal, a 5-kattha plot (15.625 decimal) would have an MVR value of ₹15,62,500. Stamp duty would be charged on at least that amount. Work out the buyer's cost with our registry charges calculator.

Step 2: see what land near you actually sold for

MVR is a floor, not the market. In much of Patna and its fringe, deals happen above MVR. The best evidence is recent registered sale deeds for plots near yours:

  • Under Section 57 of the Registration Act, 1908, anyone can inspect the register and get a certified copy of a registered deed by paying the fee. You don't need the parties' permission.
  • Deeds registered on or after 16 December 2024: certified copy from e-Nibandhan. Deeds up to 15 December 2024: search on Bhumijankari by name, khata, khesra or deed number. How: how to get a kewala copy.
  • Pick 2–3 deeds from the last year in the same mauza, same category, similar road. Divide the price by the area to get a per-kattha figure.

Treat deeds before 19 June 2026 with care: many deeds simply state the MVR of that time, so an older deed can show the old, lower MVR rather than the real deal price.

Step 3: adjust for what makes your plot worth more or less

FactorAdds valueCuts value
RoadRecorded, wide road in front; corner plotNo recorded access, narrow lane, "rasta denge" promises
PapersOnline jamabandi in your name with full area, mutation done, no caseJamabandi in a dead parent's name, co-sharers not on board
WaterHigh ground, no waterlogging in monsoonLow-lying pocket that flooded in 2019 or every monsoon
Master plan zoneResidential or mixed-use zoneGreen belt, urban agriculture or other restricted zone (green belt rules)
Notified township-Village in the Patliputra township notification with a construction ban (village list)
Shape and sizeRegular rectangle, usable frontageNarrow strip, odd shape, very small share
PossessionBoundary wall, clear measurement, peaceful neighboursBoundary dispute, encroachment, someone else farming it

The papers row is the one you control. Fixing it before you sell, as explained in fix your land papers before selling, often pays back more than any bargaining.

Why a below-MVR price in the deed hurts the seller too

  • Section 47A of the Stamp Act (as amended in August 2026): a deed below MVR, or with the land's classification, location or structure wrongly stated, is referred to the Collector/AIG before registration. The Collector can also reopen a deed on his own within 4 years, and deliberate misstatement draws a penalty of 100% of the deficit duty.
  • Your income tax: under Section 78 of the Income-tax Act 2025, if the stamp duty value is more than 110% of the deed price, your capital gain is worked out on the stamp duty value. Writing a lower price saves you nothing. See capital gains tax on selling land.
  • The buyer's income tax: under Section 92(2)(m)(ii)(B), if the stamp duty value exceeds the price by more than the higher of ₹50,000 and 10% of the price, the buyer can be taxed on the difference. A careful buyer will refuse such a deed.

"Part in cash, part in the deed"? Don't

Some deals in Patna are still proposed with a "white" price in the deed and the rest in cash. Apart from being illegal, it is a trap for the seller: under Section 186 of the Income-tax Act 2025, no one may receive ₹2 lakh or more in cash for a single transaction, and the penalty (Section 451) equals the amount received. Advances of ₹20,000 or more in cash are separately barred (Section 185). And cash promised "after the registry" often never comes. Write the full price in the deed and take it all by bank.

Timing your sale: the April MVR rise

Because MVR now rises 5% each financial year, a deal agreed in February but registered in May can face a higher MVR. The Income-tax Act helps here: if the price is fixed in an agreement and part of it is paid by bank on or before that date, the stamp duty value on the agreement date can be used for both the seller's capital gains (Section 78(1)(a)) and the buyer's check (Section 92(4)(a)). Stamp duty itself, however, is charged at registration; ask the sub-registry office which MVR they will apply. More in bayana and the sale agreement.

What should you do? (Our advice)

  • Get today's MVR in writing for your khesra and category before you quote any number.
  • Collect 2–3 recent deeds from your mauza; show them to buyers. Evidence ends arguments.
  • Price the papers in: fix the jamabandi and co-sharer issues first, then ask for the full price.
  • Full price in the deed, all by bank. No below-MVR deeds, no cash portion.
  • Selling near March? Sign the agreement with a bank advance before April.

Pricing land in Patna: frequently asked questions

  1. How do I find the MVR of my land in Patna?

Ask your sub-registry office, or the licensed service provider preparing the deed, for the current MVR for your mauza, thana number, khesra and land category. Remember that MVR was raised 1.6 times (rural) or 2 times (urban and peripheral) on 19 June 2026 and rises 5% every financial year.

  2. Can I sell land below the circle rate in Bihar?

You can agree any price, but stamp duty is charged on the MVR if it is higher, the deed can be referred under Section 47A, your capital gain is computed on the MVR if it is more than 110% of the price, and the buyer can be taxed on the gap. In practice, a below-MVR deed hurts both sides.

  3. How can I know what nearby land sold for?

Get certified copies of recent registered deeds in your mauza. Section 57 of the Registration Act lets anyone obtain them for a fee. Deeds from 16 December 2024 are on e-Nibandhan; older ones can be searched on Bhumijankari.

  4. How many decimal is one kattha in Patna?

Taking 1 kattha as 1/32 acre and 1 decimal as 1/100 acre, 1 kattha = 3.125 decimal (about 1,361 sq ft). Local measures can vary, so match the area in your deed with the jamabandi.

  5. What lowers the price of a plot in Patna?

No recorded road, waterlogging, a restricted master plan zone such as green belt, a construction ban in a notified township village, unclear papers (jamabandi not in your name, co-sharers not agreed), and boundary disputes.

  6. Can part of the price be paid in cash?

No. Receiving ₹2 lakh or more in cash for one transaction is barred under Section 186 of the Income-tax Act 2025, with a penalty equal to the amount, and advances of ₹20,000 or more in cash are barred under Section 185. Take the full price by bank and write it in the deed.
